Following SLYP 2005, the importance of developing the skills of young people was reinforced as a priority in creating change in their communities. It was also evident that continuing these discussion and creating opportunities to network and share ideas together after the event would be crucial to ensuring the network is strengthened and maintained.
There are 225 action partners across Sri Lanka working on a range of projects both individually and collectively at local, national and international levels. SLYP has divided them up into 8 regions, taking into consideration their ability to travel safely and easily to each workshop location.
A Skills Development Programme aimed at enhancing the skills of Action Partners to become more effective in developing and implementing their strategies for change was developed after the SLYP first sitting. This was carried out in three phases; Needs Assessment, Skills Development Phase 1 and Skills Development Phase 11.
Needs Assessment:
The core objectives of the meetings were to conduct` a need assessment of the skills required by the action partners for effective implementation of their action plans, evaluate the progress of current projects, identify challenges faced and explore implementation of their action plans and develop a local Sri Lankan Youth Parliament Structure. The needs assessment sessions were carried out in different locations to reach all the Action Partners without discrimination.

Outcome of the Needs Assessment
After the needs assessment, the first four ‘skills areas’ were identified depending on the requirements of the action partners. During the first round of skills development workshops these identified skills were imparted to the action partners. The identified areas are as follows:
